Norma Barros serves as Chief Operating Officer of Sullivan & Barros, LLP, overseeing the firm’s business operations and working closely with its partners on financial management, human resources, technology and cybersecurity, marketing and business development, organizational development, and strategic planning. She also provides executive oversight of the firm’s Real Estate Transactional, Business Law, and Litigation Practice, with responsibility for its business performance, staffing, personnel management, client and matter intake, and overall operational effectiveness. Working closely with the firm’s attorneys and professional staff, Norma helps ensure that matters progress efficiently and that staffing and firm resources remain aligned with client needs and business priorities.
A significant part of Norma’s role involves developing the people, culture, and systems that support the firm’s success. She leads recruiting and onboarding for the Transactional and Litigation team, manages employee performance and professional development, and oversees team-building and employee-engagement initiatives. Her focus is on fostering a collaborative culture grounded in accountability, teamwork, professional growth, strong communication, and exceptional client service.
Norma works closely with the firm’s partners and bookkeeper to oversee financial administration and evaluate business performance, including financial and revenue reporting, accounts receivable, capital accounts, partner revenue, billing, and collections. She also leads the evaluation and implementation of technology designed to improve legal-service delivery and internal operations, including artificial intelligence tools, cybersecurity initiatives, IT systems, and automation. In addition, Norma plays an active role in the firm’s marketing, branding, and business-development strategy and helps leadership assess opportunities for responsible growth, emerging operational challenges, and the staffing and infrastructure needed to support the firm’s long-term objectives.
Norma brings a distinctive perspective to law-firm management grounded in extensive hands-on experience in real estate and litigation. During her tenure with Sullivan & Barros, she has worked extensively in real estate transactions, business law, condominium and HOA matters, and complex real estate litigation. Her experience includes managing discovery, evidence gathering, and trial preparation; coordinating due diligence and closings; assisting with condominium and HOA formations; and working directly with clients, attorneys, courts, governmental agencies, and other professionals to advance client matters.
Before joining Sullivan & Barros, Norma spent more than a decade in multifamily property management with national and regional operators across several markets. She later worked in new-home sales for a regional homebuilder, where she was the second-highest producer on a 60-person sales team for two consecutive years. This combination of law-firm experience, real estate industry knowledge, and business operations informs her approach as COO and Practice Manager. Norma understands both the legal work performed by the firm’s professionals and the business infrastructure required to support it, and she is committed to building a firm in which strong people, sound financial management, effective technology, clear accountability, and a collaborative culture work together to provide exceptional client service.
